
Kerry Kusiak, Director
Kerry Kusiak is an accomplished city planner and municipal leader with over 25 years of experience in local government, urban development, and policy implementation, with over 18 years in managerial and executive positions. Throughout his career, Kerry has worked closely with communities, elected and appointed local officials, and regional and state agencies to advance community goals through thoughtful and transparent policymaking. He has a firm understanding of California housing and development law, with experience in housing element law and implementation, and local government compliance with the rapidly evolving changes to housing law. He is also well-versed in coastal laws and planning, RHNA compliance, and CEQA. His background includes managing high-profile development reviews, developing and implementing local policies and laws to implement state housing law, leading department restructures, and mentoring cross-functional teams.
He most recently served as Director of Development Services for the City of Encinitas, where he oversaw planning, building, housing, sustainability, and land development. Under his leadership, the department advanced key community goals, including affordable housing expansion, coastal resource protection, and infrastructure modernization. During his nearly two-decade tenure with the City, Kerry collaborated closely with the California Coastal Commission and staff in securing approvals for local coastal program amendments and development projects within the coastal zone, while balancing environmental priorities with housing and mobility needs.
As the Community Development Director of the City of La Mesa, Kerry led the successful adoption and implementation of the La Mesa Housing Element, guiding the rezoning process, engaging the public, and ensuring certification through the California Department of Housing and Community Development (HCD). He also implemented the City of La Mesa voter-approved cannabis ordinance, one of the first cannabis ordinances in San Diego County, navigating complex legal, land use, and community concerns to deliver a safe and effective regulatory framework.
Kerry received a Bachelor of Arts in Urban Studies and Planning from the University of California, San Diego. He currently resides in Encinitas with his wife and their two dogs.
